The IGF 2026 Newcomers Orientation Session will provide first-time participants with an introduction to the Internet Governance Forum ecosystem, its multistakeholder processes and opportunities for engagement. The session aims to help newcomers better navigate the annual meeting, understand the various IGF workstreams and connect with the broader community in an open and inclusive environment.

Mr. Stephen Motari Isaboke, EBS is a seasoned business executive and strategic leader with over 25 years of cross-sector experience in technology media, oil & gas, renewable energy and public service across Kenya and the United Arab Emirates.
He is currently serving as the Principal Secretary for the State Department for Broadcasting & Telecommunications, Ministry of Information, Communication & the Digital Economy. Mr. Isaboke oversees the formulation and implementation of National policies on telecommunications, broadcasting, postal and courier services, local content development, e-commerce and public communications. He is also the administrative head and accounting officer, ensuring effective coordination of advertising services and telecommunications infrastructure countrywide.
Prior to his current role, Mr. Isaboke was the Group Executive Director for Regulatory and Government Affairs – Africa Region at MultiChoice Africa Holdings in Dubai. His career includes senior leadership roles within East Africa at major multinational corporations such as MultiChoice Group, Kenya Shell (Royal Dutch Shell PLC), Sara Lee and Unilever. In addition to his executive roles, Mr. Isaboke has contributed to national development through various non-executive mandates and as a member of the Board of Management, Kenya national football team, Harambee Stars.
He holds a Bachelor of Commerce (Hons) degree and an MBA in Strategic Management from the University of Nairobi. He also has a Postgraduate Diploma in Marketing from the Chartered Institute of Marketing (UK). He is a Fellow of the Chartered Institute of Marketing (FCIM) and a Member of the Institute of Directors (Kenya).
