Ms. Carmen Ligia Valderrama
Lawyer and specialist in Business Law from the Externado University (Colombia); Mrs. Valderrama holds a Master's degree in Business Law from the Garrigues & Andersen European Center for Business Studies and Training in Madrid (Spain), she is also a candidate for a doctorate in Private Law at the University of Salamanca (Spain).
Minister Valderrama has extensive experience in public administration, inspection, surveillance and control, contract law and competition. She has served as a member of the United Nations Conference on Trade and Development (UNCTAD) and has more than 20 years of experience in business law and public management.
She has been Minister of Transportation in Charge, Vice Minister of Transportation and Superintendent of Transportation. She has also served in the Colombian Superintendency of Industry and Commerce as head of the Legal Office, General Secretary, Advisor to the Superintendent, Deputy Superintendent for Industrial Property (in charge), and Deputy Superintendent for Consumer Protection and Superintendent of Industry and Commerce (in charge).
The fonctionnaire has represented the country in international organizations and forums on consumer protection such as the Organization for Economic Cooperation and Development (OECD), the OAS, the United Nations Conference on Trade and Development (UNCTAD), the International Consumer Protection and Enforcement Network (ICPEN), and the Ibero-American Forum of Government Agencies (FIAGC).
The Minister has also held positions as an advisor to the Expert Group on Competition and Consumer Protection at UNCTAD; Consulting Lawyer in Business Law, Research Professor at the Externado University (Colombia); lawyer of the Department of Industrial Property of Cavelier Abogados; lawyer of the General Secretariat and the Legal Department of Insurance RGA (Spain); Partner of Accerta Consultores S.A.S and consultant in the Excellence in Justice Corporation.
In the academic field, she has been research professor on issues of consumer and competition law, and industrial property and goods, at the Externado University (Colombia).
