Over the course of nearly thirty years in the Estonian Ministry of Foreign Affairs, Meelis Tiigimäe has gained extensive experience in bilateral and multilateral diplomacy, European affairs, and international policy coordination. More than half of his career has been spent in Estonia’s diplomatic representations abroad, including postings to the European Union, the Organization for Security and Co-operation in Europe, and the Council of Europe, where he worked on a broad range of political and strategic issues related to international cooperation and negotiations. In recent years, his professional focus has increasingly centred on digital society issues, cyber policy, and technology diplomacy. He has contributed to advancing Estonia’s international digital agenda and represented Estonia in the Freedom Online Coalition, promoting internet freedom, human rights online, and open digital governance. A strong foundation for this work was laid during his studies at the University of Tartu, where he specialised in economic cybernetics, developing strong analytical skills and an early understanding of complex systems, technology, and economic processes. He currently serves as Political Counsellor at the Embassy of Estonia in Beijing. In this role, he monitors political developments, contributes to bilateral relations between Estonia and China, and engages with issues at the intersection of geopolitics, technology, and international cooperation.
