Gul, Sumair

Mr. Sumair Gul is a career diplomat serving in the Prime Minister’s Office, Government of Pakistan. He previously served as Director for Arms Control, Disarmament & International Security at the Ministry of Foreign Affairs, and as First Secretary at the Permanent Mission of Pakistan in Geneva.
He has extensively worked on critical issues of international cooperation in the domain of emerging technologies, particularly the internet and cybersecurity, as well as artificial intelligence and data governance, from the standpoint of their intersection with fundamental rights, international law, security, and inclusive and sustainable development.

He has served for three terms to the UN Secretary General’s Multistakeholder Advisory Group (MAG) of the UN Internet Governance Forum (IGF) in personal capacity, apart from representing Pakistan at high-level international forums including the ITU Council, ITU Plenipotentiary Conference, the World Summit on the Information Society, the AI for Good Global Summit, and the Group of Governmental Experts (GGE) on Lethal Autonomous Weapon Systems.
In recognition of his outstanding contributions to strengthening Pakistan’s cybersecurity posture and improving the country’s ranking in the ITU Global Cybersecurity Index, he was awarded the Pakistan Cybersecurity Award 2024 by the Government of Pakistan.

Mr. Gul has also served as a researcher for the Centre for AI and Digital Policy’s flagship AI and Democratic Values 2025 report. He is a Member of the Management Committee of the UNHCR-World Bank Joint Data Center on Forced Displacement, where he supports strategic direction and initiatives for protection and durable solutions for displaced populations. Additionally, he served as Rapporteur for the Executive Committee of the UN High Commissioner for Refugees in 2023-24.
