Barrack Otieno is an Internet governance expert and policy practitioner actively engaged in the Kenya ICT Action Network (KICTANet), a leading multistakeholder platform for ICT policy dialogue in Kenya. He has contributed extensively to national, regional, and global Internet governance processes, including participation in the Internet Governance Forum. He has also been involved in international standards development, particularly in information security (ISO 27000 series), and has held roles within organizations such as the Africa Top Level Domain Organisation (AFTLD) and AFRALO.
